Moalboal
Snorkel straight off the beach into a shoal of millions of sardines, swim with sea turtles and hop to Pescador Island, all from one laid-back town in South Cebu.
Moalboal is a small, easy-going town on the southwest coast of Cebu, and it has one of the best shore snorkels in the Philippines. Walk into the water at Panagsama Beach, swim a few metres past the reef edge and you are inside a shoal of millions of sardines. Add sea turtles, a marine sanctuary island and cheap, friendly places to stay, and it is easy to see why so many travellers end up staying longer than planned.
Why go to Moalboal

The sardine run at Panagsama Beach
Panagsama Beach is the heart of Moalboal for visitors. The sardines live along the reef wall just off the shore, so all you need is a mask, snorkel and fins. Swim out from the beach to where the shallow reef drops off into deep blue water, and the shoal is usually right there, twisting and turning like one big silver cloud.
Go early in the morning or late in the afternoon for calmer water and fewer people. If you are not a confident swimmer, wear a life vest or join a local guide. Many resorts and dive shops along Panagsama rent gear and can point you to the best entry point.
Swimming with sea turtles
Green sea turtles feed on the sea grass and reef around Panagsama and the nearby coast. You will often spot them on the same swim as the sardines. Keep a respectful distance, never touch or chase them, and give them space to come up for air.
Pescador Island hopping
Pescador Island is a tiny limestone island a short boat ride off Panagsama, protected as a marine sanctuary. The reef around it is full of corals, reef fish and walls that drop into deep water, which makes it a favourite for both snorkelers and divers. Most island-hopping trips combine Pescador with the sardine run and a turtle spot in half a day.
Boats can be shared or private, and there is a small sanctuary fee for Pescador. Agree on the price, the stops and what is included before you leave the shore.
White Beach (Basdako)
Panagsama has a rocky shore, so for a classic sandy beach day head to White Beach, also called Basdako, a short tricycle ride north. It has soft white sand, clear water and small food stalls, and it gets busier on weekends and holidays.
Kawasan Falls and canyoneering nearby
Badian, the next town south, is home to Kawasan Falls and its milky-blue pools. The famous canyoneering trip starts upriver and ends at the falls: you jump, slide and swim your way down the canyon with a guide, helmet and life vest. Many Moalboal guesthouses can book it for you with transport included, which makes it an easy day trip.

How to get to Moalboal from Cebu City
- Go to the Cebu South Bus Terminal.
- Take a bus heading to Bato via Barili and tell the conductor you are getting off in Moalboal. Buses leave often throughout the day.
- The ride takes about 3 to 4 hours, depending on traffic.
- From Moalboal town, take a tricycle or habal-habal (motorbike taxi) to Panagsama Beach. It is only a few minutes.
Bus fares are cheap, but they change, so check the current fare at the terminal. If you are in a group or carrying a lot of luggage, a private car or van transfer is faster and more comfortable.
Where to stay
Most visitors stay on or near Panagsama Beach, where you can walk to the sardines, dive shops, cafes and restaurants. You will find everything from backpacker hostels to dive resorts with pools. For a quieter stay closer to the sand, look at places near White Beach.
When to go
The dry season, from about December to May, usually brings the calmest sea and the clearest water. You can snorkel the sardine run all year, but from around June to November there is more rain and some days are choppy. Weekdays are quieter than weekends and holidays.
Tips for a good trip
- Use reef-safe sunscreen, or better, a rash guard.
- Do not touch, stand on or kick the coral. Float, and keep your fins up.
- Never touch, feed or chase the turtles or fish.
- Bring some cash. Not every small shop or boat takes cards, and ATMs can run out on busy weekends.
- Bring a dry bag for your phone and a waterproof case if you want photos.
- Take your trash back with you.
