Hilutungan Island

A tiny island with one of Cebu's oldest marine sanctuaries, about 30 minutes by boat from Mactan. Snorkel a protected reef full of fish, with fees and rules explained.

Hilutungan Island (also spelled Gilutongan) is a tiny island just off Mactan, with one of the oldest and best-protected marine sanctuaries in the Cebu area. It belongs to the municipality of Cordova, about 30 minutes by boat from the Mactan shore, and it is the snorkelling stop on most island-hopping trips from Mactan. This guide is about the sanctuary itself: what you will see, what to pay, the rules and how to arrange a boat.

Why go to Hilutungan

  • Easy, clear snorkelling: the coral starts close to the shallows, and visibility is often good on calm mornings.
  • A protected reef with lots of fish, so you see more than at an ordinary beach.
  • Close to the city: a half-day trip is possible, even on a short stay near the airport.
  • A small, quiet island with sand and shade, not a resort.

The sanctuary and what you will see

The Gilutongan Marine Sanctuary was set up in the late 1990s as a locally managed protected area, and it is still looked after by the island community. Boats use marked mooring points so that anchors do not damage the reef.

Expect schools of reef fish such as butterflyfish, parrotfish, angelfish and trevally, plus clownfish in anemones, soft corals, starfish and, with luck, a sea turtle. The shallow reef flat is friendly for weaker swimmers, and the drop-off further out is better for confident ones. Visibility is often reported at 10-20 metres in the dry season.

Fees and rules

Visitors usually pay a sanctuary or environmental fee on arrival, collected locally. Travel sites in 2025-2026 report roughly ₱100-₱300 per person, and they do not agree on the exact amount. Group tours often include it, while a self-arranged boat usually does not, so ask before you go and keep some cash. Check the current fee with the operator or the Cordova tourism office.

  • Do not touch or stand on coral, and keep your fins up and away from the bottom.
  • No fishing and no collecting shells or coral. Take nothing from the reef.
  • Keep a respectful distance from turtles and large fish. Never chase or ride them.
  • Boatmen sometimes offer bread for fish feeding. It changes fish behaviour, so we suggest you skip it.
  • Use reef-safe sunscreen, or wear a rash guard, and take all your rubbish home.

Getting there from Cebu City

  1. Go to the Mactan side by taxi, Grab or private car. From central Cebu City to the Mactan docks takes about 45-60 minutes depending on traffic (estimate, 2026), crossing the Marcelo Fernan Bridge or the CCLEX.
  2. Head to a boat departure point: usually Maribago wharf, Marigondon or Cordova port. Many tours leave from Maribago, and Cordova is the closest to the sanctuary. Some trips start from Punta Engano.
  3. Join a tour or hire a bangka (outrigger boat). The crossing to Hilutungan takes about 25-30 minutes (estimate).
  4. Pay the sanctuary fee on arrival, put on a life vest and snorkel.

Most visitors book a group or private island-hopping tour that includes the boat, a guide, life vests, snorkel gear and often lunch. Reported prices in 2026 were roughly ₱1,500-₱3,500 per person on joiner tours, and about ₱2,500-₱5,000 for a whole boat if you arrange it yourself (estimates that vary with season and group size). Agree on the price, the stops and the time by message first. Our Mactan island hopping guide explains the full day trip, and Olango Island covers the bigger island next door.

Best time of day

Go in the morning, roughly 8 to 11 am, when the sea is calmer, the light is good for seeing fish and fewer boats are at the sanctuary. Midday is the busiest, and afternoon winds can make the channel choppy. The dry season, about December to May, usually gives the clearest water. Weekdays are quieter than weekends and holidays.

Nalusuan and Olango nearby

Many tours pair Hilutungan with Nalusuan Island, another Cordova sanctuary with a small resort and a mangrove area. Some trips also add Olango and its villages. If you only have a half day, Hilutungan alone gives the best reef for your time. If you want a full day, ask your boatman to add a second stop, and plan to be back on Mactan by mid-afternoon so you are not rushing in the heat.

Getting around and facilities

Hilutungan is small enough to walk across in a few minutes. Facilities are basic: a boat landing, some shade and perhaps a few local stalls, and no proper restrooms or shops were reported in 2025-2026. Use the toilet and eat before you board, and bring water.

Where to stay and eat

Stay near the departure points. The Maribago and Punta Engano coast has many resorts, and Mactan has plenty of hotels near the airport. Lunch is usually served on the boat or on a nearby island. For a seafood dinner afterwards, try the grill restaurants of Lapu-Lapu's sutukil strip.

Tips for a good trip

  • Book a day ahead and check the weather. Boats may not sail in strong wind or typhoon warnings (see our typhoon season tips).
  • Bring cash in small bills for the fee, tips and snacks.
  • Wear a life vest even if you swim well. Channel currents can be strong.
  • Bring a rash guard and a dry bag, and your own mask if you want a good fit.
  • Be kind to the boatmen and island families. They look after this reef.
