Early morning at Santander port: a curving beach with palms and outrigger boats, and the mountains of Negros across the strait

South Cebu

Santander

The southern tip of Cebu: Liloan port and the short crossing to Negros, pebble beaches, calm mornings and views of Negros and Siquijor. A quiet base next to Oslob and Sumilon.

Santander is the southernmost town of Cebu, about 130 km from Cebu City, right where the island narrows to a point. On a clear day you look across the water to the mountains of Negros and the low shape of Siquijor. Most travellers only see Santander through a bus window on the way to the port, but it rewards anyone who slows down: quiet pebble beaches, calm early mornings, good diving and an easy hop to Dumaguete.

Why go to Santander

  • Liloan port, the short sea crossing between Cebu and Sibulan near Dumaguete on Negros.
  • Views of Negros and Siquijor, with soft light in the early morning and sunsets behind the Negros mountains.
  • Quiet beaches of pebbles and coarse sand, with small resorts and very few crowds.
  • A calm base for Oslob and Sumilon Island, a short ride up the coast.

Liloan port and the boats to Negros

Barangay Lilo-an (often written Liloan, not to be confused with the town of Liloan in North Cebu) is the busy heart of Santander. From its ports, fast craft, outrigger pumpboats and RORO ferries cross the strait to Sibulan in Negros Oriental. The crossing is short, usually around 30 minutes to an hour depending on the boat, and Sibulan is a quick jeepney or tricycle ride from Dumaguete. Another port in Barangay Talisay serves ferries to Tampi on Negros.

This makes Santander the easiest way to combine Cebu with Dumaguete, Apo Island and Siquijor. Some buses from Cebu City to Dumaguete even roll onto the ferry here. Boats usually run from early morning until early evening, but schedules and fares change, and trips stop when the sea is rough, so check on the day.

Beaches, views and diving

Santander's coast is lined with small beaches, mostly pebbles and coarse sand rather than powder white sand, backed by palms and fishing boats. A handful of small resorts along the shore in Liloan and nearby barangays have beachfront cottages and simple restaurants. It is a place to swim, read in the shade and watch the boats go by.

Under the water, the reefs around the southern tip are known to divers for corals, reef fish and small macro life. The name Lilo-an is said to come from lilo, an old word for whirlpool: the currents of the Tañon Strait and the Bohol Strait meet here and can be strong. Dive with a local dive shop that knows the conditions, and only snorkel off the beach when the water is calm.

A little history

The town was once called Tañong, after the Tañon Strait. It became a separate town from Oslob in the 1860s and took its new name from Santander in Spain. In the 1800s, stone watchtowers were built along this coast to warn of raids from the sea, and the parish church was built in the late 1890s on higher ground near one of them in the Poblacion. Dress modestly if you step inside the church.

Oslob and Sumilon next door

Santander sits just south of Oslob, so it is easy to add the neighbouring sights. Read our Oslob guide for the town, the old church and the whale shark watching, and our Sumilon Island guide for the sandbar and marine sanctuary. Aguinid Falls in neighbouring Samboan is another popular stop up the west coast. See the Cebu waterfalls guide for more falls.

How to get to Santander from Cebu City

  1. Go to the Cebu South Bus Terminal. See our guide to Cebu bus terminals.
  2. Take a bus bound for Liloan/Santander, Bato via Oslob or Dumaguete. They follow the east coast through Oslob. The ride takes about 4 hours, longer in traffic.
  3. Tell the conductor where you are going: Liloan port for the boats to Negros, or the name of your resort.
  4. For the beaches, take a tricycle or habal-habal from the highway. Agree on the fare first.

Leave Cebu City early in the morning so you arrive in daylight and still have time to cross to Negros if you want to. Fares change, so check them at the terminal. Coming from Dumaguete, take a jeepney or tricycle to Sibulan port and cross to Liloan.

Getting around

Buses and minibuses run along the coastal highway through Santander, Oslob and Samboan during the day. Tricycles and habal-habal (motorbike taxis) cover short trips to beaches and the port. Some resorts can arrange a ride or a boat if you ask ahead.

Where to stay and eat

Santander has a small number of beach resorts and simple guesthouses, mostly around Liloan and along the coast. Near the port there are carinderias and snack stalls for a quick meal before the boat. For more choice, stay in Oslob or Dumaguete and visit Santander on the way. See where to stay in Cebu for ideas.

When to go

The dry months, from about December to May, bring the calmest sea and clearest water. During typhoon season, roughly June to November, boats to Negros can be cancelled at short notice. Weekdays are quiet. Read the best time to visit Cebu and typhoon season travel before you plan.

Tips for a good trip

  • Bring cash. There are few ATMs in town, so withdraw before you leave Cebu City.
  • Arrive at the port early and keep your ID or passport handy for the boat ticket.
  • Wear water shoes: the beaches are rocky and pebbly.
  • Respect the currents. Swim only in calm water and never alone.
  • Do not touch coral or marine life, and take your rubbish with you.

Make a South Cebu loop of it: whale sharks and the old church in Oslob, the sandbar at Sumilon, then the heritage town of Malabuyoc on the west coast.
