Where to stay in Cebu: the best areas for every kind of trip

A beach resort on Mactan Island with calm, clear water and palm trees

Cebu is a long, narrow island, and getting from one end to the other can take five hours or more. Where you stay shapes your whole trip, so it is worth choosing your base carefully. Many visitors split their stay between two or three areas. Here is a simple guide to each one, and who it suits.

Mactan Island

Best for: short stays, families, beach resorts, first and last nights.

Mactan is where the airport is, just across the bridges from Cebu City. Its east coast is lined with beach resorts, many with pools, private beaches and calm water. It is the easiest place to relax after a long flight, and the starting point for island hopping to the small islands nearby, including Olango.

  • Good: close to the airport, resort comforts, easy island hopping.
  • Less good: the beaches are mostly within resorts, and it is far from the big waterfalls and the south.

Cebu City: uptown, IT Park and Ayala

Best for: city breaks, food lovers, remote workers, day trips.

Uptown Cebu City is the modern side of town. Cebu IT Park in Lahug has offices, cafes, food parks and nightlife, while the Cebu Business Park area around Ayala Center has malls, restaurants and hotels. Both are central for day trips to Busay, the mountain viewpoints and the heritage sites downtown.

  • Good: lots of food and shopping, Grab is easy, good value for money.
  • Less good: no beach, and traffic can be heavy.

Downtown Cebu City

Best for: history lovers, budget travellers, early ferries.

Downtown is the old heart of the city, close to Magellan's Cross, the Basilica del Santo Niño, Fort San Pedro and the ports. It is lively, crowded and full of character, with cheaper rooms. It suits travellers who like a local feel, or who have an early ferry to Bohol (see our Cebu to Bohol ferry guide). Keep an eye on your belongings in crowded streets.

Moalboal

Best for: snorkellers, divers, backpackers, sunsets.

Moalboal, on the south-west coast, is famous for the sardine run and sea turtles you can reach straight from the shore. Panagsama Beach is the busy area with dive shops, restaurants and bars, and White Beach is quieter, with a sandier beach. It is also a good base for Kawasan Falls and canyoneering in Badian.

  • Good: amazing snorkelling, relaxed vibe, great sunsets.
  • Less good: about 3-4 hours from the airport.

Oslob and the south-east coast

Best for: early whale shark trips, quiet nature, slow travel.

Oslob, near the southern tip of Cebu, is where most people go for whale shark watching, which starts early in the morning. Staying nearby saves a very early start from Cebu City. The coast here is quiet, with old churches in Boljoon, waterfalls like Aguinid and Inambakan, and boats to Sumilon Island. It is also near the ferry from Argao to Bohol.

The northern islands

Best for: beach lovers, divers, slow days.

  • Malapascua: a small, car-free island known for thresher shark dives and white-sand beaches. Great for divers.
  • Bantayan: a flat island with long white beaches and a very slow pace. Santa Fe is the main beach area. Great for doing nothing at all.
  • Camotes Islands: quiet islands east of Cebu with lakes, caves and beaches, for travellers who want somewhere less visited.

All of these need a long bus ride and a boat, so plan at least two or three nights each, and keep your plans flexible in the rainy season.

Which area suits you?

  • Only a few days? Mactan or Cebu City, with day trips.
  • Families with young kids? A Mactan resort. See our guide to Cebu with kids.
  • Snorkelling and diving? Moalboal, then Malapascua.
  • On a budget? Moalboal or downtown Cebu City. See Cebu on a budget.
  • Pure beach time? Bantayan or Malapascua.

Sample combinations

  1. 5 days: 2 nights in Cebu City, then 3 nights in Moalboal.
  2. 7 days: 2 nights in Cebu City, 2 nights in Moalboal, 1 night in Oslob, then a last night on Mactan.
  3. 10 days: add 3 nights on Malapascua or Bantayan in the north.

Our 5-day Cebu itinerary puts this into a day-by-day plan.

Booking tips

  • Book early for Christmas, New Year, Holy Week and the Sinulog festival in January.
  • Check the exact location on a map, not just the town name.
  • Ask about airport transfers, water pressure and backup power on small islands.
  • Read recent reviews for notes on noise, wifi and the walk to the beach.
