Grab, taxis and inDrive in Cebu

In Metro Cebu you can get from A to B in a few taps, but only if you know which ride to use and when. Grab is the easiest option in Cebu City, Mandaue and Mactan. White taxis are cheap when the meter is on. Outside the city, you will mostly rely on buses, habal-habal and hired drivers. This guide explains each choice, with rough fares to help you plan.
All fares below are estimates reported by travellers and local sources in 2025-2026. Fuel prices, surge pricing and traffic change them, so treat them as a guide and trust the price you see in the app. For jeepneys and buses, read getting around Cebu.
Which ride should you use?
- Grab (car): the best all-rounder in Metro Cebu. You see the price before you book and the trip is tracked in the app. Prices rise in heavy rain, at rush hour and after late flights.
- inDrive: a ride app where you suggest your own price and drivers accept or counter. It was reported to be running in Cebu by 2025. Coverage is thinner than Grab, so keep both apps on your phone.
- Metered taxis: plentiful in the city centre, malls and the airport. Good value if the driver uses the meter.
- Habal-habal (motorbike taxi): useful in hill towns and on short rides to waterfalls and viewpoints. Not for luggage or heavy rain.
- Hired car or van with driver: the practical choice for South Cebu, where Grab is patchy. See below.
Airport pickup at Mactan-Cebu
Mactan-Cebu International Airport has two terminals. Terminal 1 handles most domestic flights and Terminal 2 handles international ones. Our guide to Mactan airport to Cebu City covers every option, including airport buses.

- Grab: there is no special Grab desk. Book in the app after you clear immigration and collect your bags, then meet the driver at the pickup area outside. Drivers often prefer the departures level at Terminal 1, so follow the in-app chat. Always check the plate number before you get in.
- White taxis: queue at the arrivals kerb and are usually metered. Reports from 2025-2026 put a trip to central Cebu City at roughly ₱200-₱300 in light traffic.
- Yellow airport taxis: a separate service with higher fares. Expect roughly ₱300-₱500 for the same trip, but queues are often shorter.
- Touts: ignore anyone inside the terminal offering a ride. Walk to the official queue or use the app.
Metered fares versus agreed fares
In a regular taxi, say "meter lang, palihug" (meter only, please) before you sit down. If the driver says the meter is broken or quotes a fixed price, politely get out and take the next taxi. Fixed prices are normal at the airport yellow-taxi queue, so ask first.
- Watch the meter start at its low opening fare, not at a higher number.
- Have small notes ready. Drivers often say they have no change for ₱1,000.
- Rounding up to the next ₱10 or ₱20 is a normal tip. You do not have to tip more.
- Tolls, if any, are usually added by the driver. Ask before the trip if you are unsure.
Rough fares for common routes (estimates)
- Airport to Cebu City centre or Colon: about ₱250-₱400 by Grab, roughly ₱200-₱300 by metered taxi.
- Airport to Mactan resorts: about ₱300-₱450 by Grab. Late-night arrivals can see surge pricing.
- Cebu City to IT Park or Ayala: about ₱100-₱200, depending on traffic.
- Cebu City to Mactan Shrine or Lapu-Lapu: about ₱250-₱400. See Mactan Shrine and Lapu-Lapu Sutukil.
- Habal-habal short hops: about ₱50-₱150 for a few kilometres. Agree on the price first.
- Longer trips to Moalboal, Oslob or Bantayan: not worth doing by app. Hire a driver or take a bus. See the bus terminal guide.
Traffic: how long does it really take?
Cebu traffic is heavy, especially on the roads between Cebu City, Mandaue and the two bridges to Mactan. Distances are short, but time is not.

- Airport to Cebu City: about 30-45 minutes off-peak, and 1 hour or more at rush hour.
- Weekday rush hours: roughly 7-9 am and 4-8 pm. Friday evenings are the worst.
- Rain: slows everything and pushes app prices up. Leave extra time before flights.
- Flight day rule: leave for the airport at least 3 hours before an international flight and 2 hours before a domestic one when travelling in busy periods.
Paying: cash or app?
- Grab: you can usually pay in cash or by card or e-wallet linked in the app. Cash is the safest backup because signal and cards can fail.
- Taxis, habal-habal, tricycles: cash only. Keep ₱20, ₱50 and ₱100 notes. Read money in Cebu for ATMs and cards.
- Mobile data: you need it for ride apps. Sort a SIM before you leave the airport. See SIM cards and internet.
Habal-habal and tricycles
Motorbike taxis are a fact of life in hill towns like Mantalongon, Busay and Badian. They are cheap and quick, but they carry real risk. Ask for a helmet, wear it, and never ride in heavy rain or on steep, wet roads. Agree on a price and a pickup point for the return trip. Motorbike taxis are not formal ride-hailing services in every area, so do not expect insurance.

Hiring a driver for the day
For South Cebu, North Cebu or a multi-stop day, a car or van with driver is often better than buses.
- A van with driver and fuel for about 10 hours was advertised at roughly ₱6,900-₱9,000 in 2026. Smaller cars cost less. Extra hours are charged on top.
- Ask your hotel or a well-reviewed local operator. Check what is included: fuel, driver's meals, parking and tolls.
- Agree on the route and stops before you start, and the price for any overtime.
- Good day-trip ideas are in day trips from Cebu City and Moalboal to Oslob.
Scams and problems to avoid
- "Broken meter" or fixed price from street taxis. Get out and try another.
- Long routes. Keep Google Maps open on your phone so you can see the route.
- Off-app Grab offers. A driver who asks you to cancel and pay cash is breaking the rules, and you lose the app's protection.
- Wrong car. Match the plate number, driver name and car colour in the app.
- Airport touts and tours offered by drivers who suddenly "know a great place". Say no thank you and carry on.
- Valuables. Keep your phone away from open windows and your bag on your lap. See staying safe in Cebu.
